THE END OF THE WORLD TRADE ORGANIZATION (WTO) MINISTERIAL MEETING IN SINGAPORE IN DECEMBER 1996 SAW THE ISSUING OF A DECLARATION WHICH, AMONG OTHER THINGS, ADDRESSED THE CONTROVERSIAL TOPIC OF TRADE AND LABOR STANDARDS. THE AUTHORS DETERMINE HOW A PLAUSIBLE CASE CAN BE MADE FOR THE INCORPORATION OF A CORE SET OF LABOR STANDARDS INTO THE LEGAL FRAMEWORK OF THE WTO. THEY EXAMINE THE FORM THAT SUCH AN INCORPORATION MIGHT TAKE AND IDENTIFY THE PROBLEMS ASSOCIATED WITH WTO-REGULATED AGREEMENTS AND SHOW HOW THESE MAY AFFECT A SOCIAL CLAUSE.

A portable, unprepared simple reaction time (USRT) test is described. This test is particularly suitable for assessing performance in the field as a function of arousal-related stress. The test, which is housed in a small, battery-powered cassette recorder, presents a visual stimulus at quasi-random intertrial intervals ranging from 1 to 10 s. The subject responds by pressing a button as quickly as possible, whereupon the reaction time is displayed. The duration of the test is limited only by the cassette tape on which the data are recorded, but 10 min is recommended. Reviewed are studies illustrating the test's brief practice curve and its sensitivity to arousal-related stress.

Criticisms of mortgage tax relief have come from several quarters in recent years but they have been rejected by successive governments. We present here estimates of the distribution of this subsidy to owner-occupation and show, contrary to the claims of the Housing Consultative Document (1977), that it has some tendency to be regressive. The justification for continuing this policy, including that advanced in the Green Paper, is then critically examined in light of an economic analysis of effects. It is concluded that the gradual withdrawal of the subsidy would increase equity and efficiency in housing policy.

In recent years there has been a growing interest in the process of urban economic development and the role of housing markets in this process is as essential as it is obvious. In order to make progress towards providing answers to some of the important questions relating to the development of towns, it is necessary to try to obtain more precise information on trends in house prices, the level and structure of housing demand and the character of the supply side of the markets. Studies of local housing markets, however, have been constrained by the lack of reliable data on the most important variables and are, therefore, characteristically qualitative and descriptive. Our main objective, therefore, when embarking on the study described below, was to obtain reliable data on which to base analyses of local housing markets.
